As Leuing shows us economic rationalism Despite evidence that economically successful communities are those with strong social capital Reminds people that the social side of life and interventionist governments plays a role in healthy and economically successful communities Over 50 yrs ago,the scholar Karl Polanyi made this amazingly prophetic and modern statement: "To allow the market mechanism to be sole director of the fate of human beings and their natural environment...would result in the demolition of society". Susan George says The whole point of neo-liberalism is that the market mechanism should be allowed to direct the fate of human beings. The economy should dictate its rules to society, not the other way around. And just as Polanyi foresaw, this doctrine is leading us directly towards the "demolition of society".

What is an Environmental Disturbance? An environmental disturbance is an event with the potential to harm the environment.

PHYSICAL STRESSORS are episodic events (or disturbances) of intense but brief exposure to kinetic energy, e.g., a windstorm, volcanic eruption, earthquake, tsunami, explosion may be microdisturbance or a stand-replacing disturbance WILDFIRE is a disturbance involving combustion of much ecosystem biomass and mortality of dominants, such as trees CHEMICAL POLLUTION occurs when exposure to substances is intense enough to cause toxicity gases, metals, pesticides, and even nutrients (all may be beneficial at low exposure, but damaging at higher ones) contamination - exposure below biological/ecological tolerance THERMAL POLLUTION occurs when heat (thermal energy) is released into an ecosystem by aquatic discharges from power plants, or in hot springs RADIATION STRESS is caused by excessive ionizing energy ultraviolet radiation, flux from nuclear waste or explosions, or ionizing gamma radiation

32 Stressors (cont’d) CLIMATIC STRESS is caused by insufficient or excessive exposure to temperature, moisture, or solar radiation these are weather over the shorter-term (if extreme, may be a disturbance) or climate over the longer-term BIOLOGICAL STRESSORS are interactions among organisms, such as competition, herbivory, predation, parasitism, & disease BIOLOGICAL POLLUTION involves invasive species & diseases competition occurs when the capability of the environment to provide resources is less than the potential biological demand, so organisms interfere with each other herbivory, predation, parasitism & disease are trophic interactions involving individuals of one species exploiting another anthropogenic exploitation is the harvesting of wild organisms natural exploitation may involve mortality caused by herbivores, predators, or pathogens

35 10Types of Stressor There are two main types of Environmental stressor: Natural and Anthropogenic Natural- naturally occurring disturbances. Anthropogenic- disturbances caused by human action.

58 5. Respon Ekosistem Terhadap Gangguan
Ekosistem dalam memberikan respon atau bereaksi terhadap setiap gangguan ( tekanan) akan berbeda, antara lain : Hubungan linier Artinya kenaikan tekanan terhadap lingkungan akan diikuit dengan terjadinya degradasi kualitas lingkungan. b. Hubungan tidak linier Artinya perubahan yang terjadi di dalam ekosistem tidak sebanding dengan penyebabnya. Contoh. Makin banyak pohon tidak berarti makin banyak air banjir saat hujan Pencemaran air akan meningkatkan kemampuan sungai untuk pemulihan sendiri, tetapi makin lama makin lemah dan akhirnya tidak mampu lagi. 4/9/2017

73 BENCANA EKOLOGIS : Bencana adalah suatu situasi dimana cara masyararakat untuk hidup secara normal telah gagal sebagai akibat dari peristiwa kemalangan luarbiasa, baik karena peristiwa alam ataupun perbuatan manusia (Sphere Project, 2000) Bencana ekologis adalah akumulasi krisis ekologis yang disebabkan oleh ketidakadilan dan gagalnya sistem pengurusan alam yang telah mengakibatkan kolapsnya pranata kehidupan masyarakat (WALHI, 2006) 4/9/2017

74 Indonesia adalah negeri yang rawan dan rentan terhadap bencana, baik yang berasal dari alam maupun yang terjadi akibat salah urus terhadap alam Di tahun 2006 WALHI mencatat telah terjadi lebih dari 135 kali bencana ekologis yang menyebabkan lebih dari 6000 orang meninggal dunia, lebih dari keluarga kehilangan rumah serta lebih dari 1 juta orang menjadi penggungsi, serta lebih dari 60 triliun kerugian ekonomi yang ditimbulkannya . Lima tahun terakhir ( ) telah terjadi peningkatan banjir, longsor, kebakaran hutan, gagal panen, gagal tanam dan kekeringan secara signifikan.  Kartodihardjo dan Jhamtani  menyebut hal ini sebagai bencana pembangunan, yang didefinisikan sebagai gabungan faktor krisis lingkungan akibat pembangunan dan gejala alam itu sendiri, yang diperburuk dengan perusakan sumberdaya alam dan lingkungan serta ketidakadilan dalam kebijakan pembangunan sosial.  4/9/2017

75 Dampak dari bencana tersebut bukan hanya pada korban jiwa dan benda, namun berdampak pula pada produksi pertanian, tercemarnya sumber air serta masalah sosial yang lebih luas seperti pengungsi dan migrasi penduduk. Walaupun kekerapan bencana meningkat secara signifikan beberapa tahun terakhir ini, pemerintah tidak melakukan kajian menyeluruh mengenai pola dan penyebab bencana tersebut.  Padahal berbagai fakta menujukan bahwa peningkatan jumlah kejadian bencana ekologis di Indonesia disebabkan oleh eksploitasi berlebihan atas alam baik yang di izinkan oleh negara atau yang dilakukan secara illegal. Praktik ekploitasi ini tidak terlepas dari orientasi pembangunan yang lebih berpihak pada pertumbuhan dan bukan pada keberlanjutan kehidupan bangsa dan kesejahteraan rakyat. Lebih tragis lagi, pemilik kehendak dari praktik jual murah, jual cepat dan jual habis aset-aset alam ini adalah perusahaan-perusahaan multi dan transnasional corporation serta negara-negara utara beserta lembaga-lembaga pemberi hutang. 4/9/2017

76 Ancaman Serius di Depan Mata SDA terus dikuras dan dampak-dampak yang telah ditimbulkannya,  telah melahirkan ancaman signifikan terhadap tiga sektor utama prasyarat keberlanjutan kehidupan, yaitu : air, pangan dan energi.  4/9/2017

77 AIR : Ancaman terbesar berasal dari meningkatnya permintaan secara signifikan dan semakin terbatasnya ketersediaan air layak konsumsi. Keterbatasan tersebut berasal dari menurunnya kualitas air (yang disebabkan oleh pencemaran, intrusi dan kerusakan pada sumber air) serta kuantitas air (akibat privatisasi, komodifikasi air serta ineffisiensi distribusi). Hal ini menunjukkan bahwa kondisi tidak layak sebagai air minum yang diperbolehkan .  Akibatnya air berubah esensinya dari kebutuhan dasar  menjadi komoditi. 4/9/2017

78 Defisiensi pangan.  Hilangnya kedaulatan rakyat pada pangan berujung pada kasus kelaparan dan gizi buruk.  Di NTT, ada 13 ribu lebih balita kurang gizi, sebanyak 36 diantaranya meningggal dunia. Kualitas sumber daya manusia Indonesia (IPM) berada di urutan 111 dari 177 negara (UNDP, 2004). 4/9/2017

79 Tanda-Tanda Bencana Ekologis Pertanda bencana ekologis justru ada didepan mata dimana masyarakat sebagai stakeholder utama dan lingkungan hidup berada pada kondisi: a.Ketiadaan pilihan untuk bertahan hidup Pada banyak tempat, komunitas masyarakat  sampai pada ketiadaan pilihan untuk bertahan hidup. Puluhan perusahaan konsesi kehutanan menyerobot alih lahan-lahan masyarakat. Masyarakat kemudian beralih menjadi nelayan sungai. Berdirinya industri pengolahan disepanjang Sungai ditambah kegagalan  pemerintah dalam mengatur buangan limbah membuat sungai tercemar sehingga hasil tangkapan menurun drastis. Ketiadaan pilihan tersebut pada akhirnya membuat sebagian besar masyarakat yang berada disepanjang Sungai bermigrasi ke daerah lain sebagai buruh pekerja sedangkan sebagian kecilnya tetap bertahan sambil mengharapkan bantuan dari sanak saudara 4/9/2017

80 b. Gagalnya fungsi ekosistem Kegagalan fungsi pemerintah mematuhi deregulasinya menyebabkan rusaknya fungsi-fungsi ekosistem.  Banyak perkebunan-perkebunan skala besar, Hak Pengusahaan Hutan maupun industri tambang yang menyerobot wilayah masyarakat yang selama ini telah menciptakan simbiosis mutualisme dengan ekosistem sekitarnya, memasuki daerah tangkapan air, memotong home range spesies yang dilindungi,dll. Industri-industri tersebut kemudian menjadi parasit bagi ekosistem sekaligus memperlemah ekosistem yang ada.  Pada satu titik, kegagalan ekosistem tersebut kemudian harus dibayar dengan sejumlah bencana banjir, longsor, hama baru, malaria, konflik satwa dengan manusia, dll. 4/9/2017

81 c. Ketersingkiran Kebijakan negara yang tidak mengakui hak-hak masyarakat lokal membuat ratusan komunitas harus menyingkir dari tanahnya sendiri ketika industri-industri berskala besar dukungan pemerintah mengambil alih tanah-tanah mereka. Hingga hari ini, konflik-konflik kepemilikan lahan masih terus berlangsung tanpa satupun memberikan indikasi yang positif terhadap hak-hak masyarakat terhadap kepemilikannya. 4/9/2017

82 d. Kemiskinan Disebutkan bahwa pembangunan industri-industri berskala besar tersebut ditujukan untuk menyejahterakan masyarakat. Fakta yang ditemui malah justru bertolak belakang dengan jargon tersebut. Menarik bila dilihat bahwa justru kantong kemiskinan terbanyak malah jutsru paling banyak di daerah-daerah yang kaya dengan sumberdaya alam. Di kawasan industrinya sendiri banyak ditemukan para buruh yang dipaksa untuk bekerja 18 jam sehari dengan bayaran yang hanya bisa memenuhi kebutuhannya sampai dengan akhir bulan. Penyakit kurang gizi adalah satu hal yang lumrah dan bisa disaksikan dimana-mana. 4/9/2017

83 e. Kematian Pada akhirnya kegagalan pemerintah dalam memenuhi kebutuhan dasar masyarakat dan ketidakmampuannya menjamin fungsi-fungsi ekologis telah menciptakan sejumlah tragedi yang mengambil korban nyawa. Dalam tujuh tahun terakhir hampir tujuhratus orang meninggal dunia dengan sia-sia akibat bencana banjir dan longsor yang disebabkan kegagalan fungsi ekosistem. 4/9/2017
