2 Background (1) 3G was launched in 2006 by leading GSM operators in Indonesia: Telkomsel, XL, Indosat, 3, … – 2008: 3G penetration reached 1.7% 3G soon became a jargon to represent advanced technology in mobile communication – Do you have 3G phones? – Does your cellphone support 3G? 3G services offered – Circuit switched: Video Call – Packet switched: Broadband Internet Access – Application: Mobile TV, Traffic Monitoring, Video on Demand, Song/Picture/Video Download, Internet Messaging, etc …

10 Discussion (1) 3G Content Growth in Indonesia – Born by technology driven, not market driven Common understanding: talking with video calls 3G = combination of voice, text, picture, and video Entertainment, Sports, Games, Music, Community, News, Business, and Surveillance Things to be considered to produce good quality contents: – Local taste – Trend – Target aiming – Good momentum – 3G application challenge – Brand new content – 3G content interconnection

11 Discussion (2) 3G Implementation Key Success Factor – Government support – People culture – Content service variety Pessimistic Response of 3G Implementation – 3G License Tender: hurry decision by the Gov’t, no public consultation, not become a state important policy – Not the right time for Indonesia to implement 3G technology (Singaporean case: delaying 3G implementation due to high cost investment) – Need for special handset (expensive) Most of Cellphone users were usually using low-end handset

12 Discussion (3) Pessimistic Response of 3G Implementation (cont’d) – Operator’s revenue comes from voice (70-85%), SMS (10-25%), and mobile contents (<= 5%) Customers were satisfied enough with voice and SMS services Customers don’t really need multimedia application (e.g. MMS) Average MMS sent is only 20.000 transactions (cannot be compared with huge SMS traffic) – Tariff Consideration Customer perception: the more advance the technology (service), the more they need to pay

13 Discussion (4) Benefit of 3G implementation in Indonesia – Triggering the growth of celluar communication technology – Giving ease for customer to access information from Internet, that implies the unlimited information availability to Indonesian people – Widening communication and Internet penetration to rural area, which is not covered by wired communication network – Triggering creative industries of 3G content (e.g. graphics design, animation, online game, office application, monitoring application, surveillance, business/financial transaction)

14 Discussion (5) Negative impact of 3G implementation in Indonesia – Information Security More information exchanged makes private information can be accessed by public. – Ethical Issues and Access Misuse Trend of 3G services  “3G” (Girl, Gambling, Games) With low education level of Indonesian people, 3G may be used as a media of prostitution, gambling, and games. – Misuse of 3G technology (moral and norm hazard) E.g. uploading and downloading porn or improper pictures/videos

15 Discussion (6) Effective and Efficient Indicator – Has the 3G technology been used effectively? Giving positive significant change on people behavior – Has the 3G investment been utilized efficiently?

16 Analysis People Behavior Change – Wireless broadband products People can access Internet anywhere, anytime, using 3G network and 3G / HSDPA / HSUPA modem – Push Email trends People start to be familiar with push email products. They can access email anywhere, anytime, using their mobile devices – Innovations of 3G Content E.g. Live TV broadcast via 3G phones, music and video download

17 Conclusion 3G technology can be an enabler for people welfare 3G development and adoption cannot be avoided by Indonesian market, as a part of world market 3G technology makes customer easier to communicate one to another, by using video call, or exchanging data through Internet / networks 3G technology has changed people behavior in interaction and information exchange

25 Teknologi 3G 3G adalah singkatan dari third generation wireless dimana istilah tersebut dipakai atas prakarsa International Telecommunication Union (ITU) untuk menciptakan suatu standar tunggal nirkabel global yang disebut dengan International Mobile Telecommunication-2000 (IMT-2000) Secara umum ITU-T mendefinisikan 3G sebagai sebuah solusi nirkabel yang bisa memberikan kecepatan akses: – Sebesar 144 Kbps untuk kondisi bergerak cepat (mobile). – Sebesar 384 Kbps untuk kondisi berjalan (pedestrian). – Sebesar 2 Mbps untuk kondisi statik di suatu tempat.
