AGENDA OIL AND GAS CONDITION GAS POLICY GAS INFRASTRUCTURE PLAN AND DEVELOPMENT GAS BALANCE UNCONVENTIONAL GAS DEVELOPMENT GAS DEVELOPMENT CHALLENGE I have divided my presentation into five sections. I’d like firstly to talk about the role of oil and gas industries in Indonesia. In Indonesia, Oil and gas are as strategic non-renewable natural resources which are controlled by the State and constitute vital commodities that control the livelihood of the people at large and so play important role in the national economy. Therefore, their management should be able to provide the maximum prosperity and welfare for the people. My second part will concern the delegation in the oil and gas authorities scheme. In the third part, I deal with Oil and Gas Regulatory Framework in Indonesia. The fourth part of my talk will concern the current condition of oil and gas in upstream and downstream sector. And finally, allow me to raise the issues of the investment opportunities as the main subject in my presentation. 2 2

Gas utilization for domestic needs is done by considering the availability of the infrastructure, reserve and the economic of field by prioritized upstream utilization ( electricity and fertilizer) if there is a shortage (less gas supply) in certain area as result of lack of gas resources and infrastructure, so it can be done gas reallocation or swap as one form of contingency plan.

As you can see, started year 2004, LEMIGAS assigned to lead CBM pilot project development worked with MEDCO, who operates oil and gas working area in South Sumatera, including Rambutan Field. In this regards, CBM is expected to contribute for electricity start in 2011 and production estimate increasing being around 1-2% of the total energy in year 2025. CBM UTILIZATION PLANNING CBM for electrical power CBM for another domestic consumption CITY GAS CNG for TRANSPORTATION There are so many reason for Indonesia to develop energy alternative. As we know, demand for oil and conventional gas is progressively increasing but its reserves are decreasing year by year. In order to keep sustainable energy supply, Indonesia has to diversified energy, one of that is CBM. Indonesia has huge CBM potential as we mentioned earlier with total resources about 450. Beside that, Indonesia already has available data and issued regulation to develop CBM. INDUSTRY CBM for LNG 20

GAS DEVELOPMENT CHALLENGE

INDONESIA GAS DEVELOPMENT CHALLENGE Indonesia endowed with potential of variety energy resources conventional as well as unconventional gas Domestic and Global Natural Gas demand increased Government of Indonesia is obliged to guarantee the availability of domestic feed stock and fuel supply (including natural gas). Adequate infrastructure support is required to assure smooth supply and distribution of domestic feed stock and fuel. Source of oil and gas in Indonesia located far from demand centre. Limited oil and gas infrastructures currently hinder feed stock and fuel supply and distribution. Optimizing benefit of natural gas utilization for foreign exchange trade balance and driver of domestic economic growth Now, let’s take a brief overview about the background of natural gas utilization in Indonesia: Government of Indonesia is obliged to guarantee the availability of domestic feed stock and fuel supply. Adequate infrastructure support is required to assure smooth supply and distribution of domestic feed stock and fuel. Indonesia’s geographical condition consists of the wide spread lands among Indian Ocean with uneven population distributions. Limited oil and gas infrastructures currently hinder feed stock and fuel supply and distribution. Investment in infrastructure development absorbs huge fund, hence private important role as infrastructure investors is necessary. The increasing feed stock price and fuel consumption resulted in the increasing state budget. Energy has not been valued as its economical price. The Government should arrange oil and gas infrastructure blueprint which contains its adequate and integrated development scheme.
