1 Information Management Systems for Aceh-Nias Recovery
Implementing RANdatabase and Housing Geospatial System Eddie R. Darajat Chief Information Officer BRR NAD-NIAS Jakarta, 5-6 August 2008 Good Morning, Ladies and Gentlemen What we’ll be looking at is a way to effectively use ICT solutions in post-disaster recovery. As we know that Aceh-Nias recovery involve billions of dollar funds, hundreds of donor and implementing agencies in a multi-sector and wide geographical areas. The question is how do we use ICT to ensure that recovery process transparent and accountable? We have learned that Internet-based ICT tools can help us to coordinate, plan, monitor and evaluate the process. And as a result, web-based ICT tools can improve inter-agency communication, as well as a vehicle for data sharing. Such technology can open the reconstruction process to the public in a highly transparent way and help to hold all of us accountable.

Requirements for a Robust ICT Solutions provides up to date, transparent and accountable information on the recovery process enable Partners to plan and coordinate their projects with other actors working in the same sectors and locations. allows BRR to coordinate more effectively, pinpoint overlaps and publish reports Over 1,100 donor and implementing partners should participate in online data sharing, directly providing up-to-date information on the progress of reconstruction works. Without the tool, the number of organizations threatened to overwhelm capacity to absorb large volume of information on aid. It also could led to massive duplication of efforts and substantial gaps in aid delivery by sectors and regions shows who’s doing what to the world

27 Case Study 2: Housing Geospatial
Pekerjaan ini dimulai dari pembangunan kerangka pemetaan dari titik GPS BAKOSURTANAL/BPN dan perapatan titik kontrol GPS baru sebanyak 735 titik ke 1293 daerah rehab-rekon di NAD-Nias. Pemetaan situasi dilakukan atas obyek : rumah, jalan, saluran, dan utilitas lainnya. Sedangkan pendataan tekstual dilakukan terhadap rumah dan PSD untuk memperoleh: progres rumah yang dibangun, status hunian, nama penerima bantuan, dan kesiapan kawasan permukiman untuk bertempat tinggal dan memastikan donor yang melakukan pembangunan. Tiap rumah di dokumentasikan progress fisiknya melalui foto. Pemetaan menggunakan Digital Total Station dan GPS. Data mentah lapangan dari Total Station dan GPS diintegrasikan dengan data tekstual melalui proses pengolahan data di studio. Proses studio menghasilkan database spatial dan database tekstual sebagai bahan dasar berbagai keperluan khususnya pembangunan GIS. Database Geospatial tersebut dicetak berdasarkan tema terntentu sesuai dengan kebutuhan perumahan. Saat ini telah terdapat peta yang menggambarkan rumah dii atas lahan lebih kurang HA dari desa, 142 kecamatan di 17 Kabupaten/Kota. Survey data geospatial ini dilaksanakan melalui outsourcing 3 (tiga) konsultan besar di bawah koordinasi 1 orang Project Officer dan 4 orang tim teknis BRR. Pekerjaan lapangan telah dikoordinir oleh 18 orang tenaga ahli profesional, 120 orang tenaga surveyor pemetaan situasi dan surveyor pendataan tektual serta di bantu oleh 240 orang masyarakat desa. Peralatan yang digunakan dalam melaksanakan pekerjaan ini terdiri dari : 12 unit Geodetic GPS, 93 unit GPS type navigasi, 22 unit Digital Total Station, lebih kurang formulir pendataan dan deskripsi Benchmark, 138 unit komputer, serta 158 kamera digital. Survey data geospatial ini dilaksanakan selama 4,5 bulan dari bulan Desember 2007 hingga April 2008. Berdasarkan ketersediaan data base Geospatial ini dibentuklah Housing Information System yang menggunakan data spatial format ESRI SHP yang dibangun berbasis web. Sistem ini diperuntukkan sebagai tools untuk melakukan monitoring, evaluasi, dan informasi progres pembangunan tiap rumah, tiap donor dan tiap desa area bencana di wilayah NAD-Nias. Berdasarkan penelitian dari Research Center for Seismology Volcanology and Disaster Mitigation, Nagoya University ditemukan daratan Aceh dan Nias masih belum stabil dan terjadi perubahan posisi dari waktu ke waktu. Dengan demikian dilakukan pembuatan peta dasar baru untuk aplikasi Housing Information System berdasarkan analisa data dan integrasi peta dasar Bakosurtanal dan hasil pengukuran geospatial terkini. Sehingga rumah dan PSD dapat ditampilkan dalam koordinat geografis. Entitas lain yang ditampilkan sistem antara lain : nama penerima manfaat, foto fisik rumah, nama donor, status hunian, dan lain-lain. Housing Information System ini di buat secara “in-house” kolaborasi antara Ahli GIS (1 orang), Sistem Analis (1 orang), System Integrator (2 orang), dan Programmer (2 orang) di bawah koordinasi Chief Information Officer (CIO) Pusat Data dan Informasi (PUSDATIN) BRR.

31 Lessons Learned Both Process-based and Survey-based solutions are critical to support accountable and transparent post-disaster recovery. RANdatabase allows BRR to engage many donors and implementing agencies in the process of collecting and sharing data. Housing Geospatial System provides individual housing data with geo-reference to support accountability and asset transfer/hand over.
