Prologue: EROPA Conference in 2017 on Enhancing the Performance of Sustainable Human Development Goals in Seoul, a colleague from South Korea introduced Open Public Governance as new model and more effective public administration to enhance performance of SDGs centered national develop- ment. New Option for Indonesia To correct sluggish performance of its public service after successive administration of 5 presidents, time has come for Indonesia to seriously develop a more comprensive public governance reform beyond the conventional bureaucracy reform. The new breed of public administration model – Dynamic Governance – was given the name by Profs Boon-siong Neo and Geraldine Chen from Nanyang Technological University, Singapore, in their book entitled “Dynamic Governance: Embed- ding Culture, Capabilities, and Change in Singapore” 10 embedding Culture,

Concluding note: To successfully respond to our country’s need for effective governance to manage Megatrends of XXI century, Indonesia needs to build dynamic public governance to replace its traditional bureaucracy reform. Dynamic public governance to foster total transformation of Indonesian public service’s values and ethics, the formation of agile institutions, better policy formulation and implementation capacity; Rapid transformation of IPS manpower through recruitment of high quality senior leadership, and specialists as knowledge service professional from non-government sector.
