13 Tantangan yang telah berkembang menjadi masalah :
Profil sekolah maritim swasta yang gagal mendapatkan approved program pada umumnya memiliki laboratorium yang membingungkan. Sebagai perbandingan : Profil laboratorium dan bengkel yang teratur pada sekolah maritim di negara lain.

14 PERAN PEMERINTAH Pemerintah dapat membuat master plan seperti alur berpikir “Road to 3G on E-government” yang dianut oleh DEPKOMINFO : Standards Interop Integrate Synergy Good service Good Government Governance (GGG) Saat ini pelayanan diberikan kepada + 50 sekolah pelayaran niaga dan 3 sekolah perikanan; Kelak SMK Perikanan dan + 16 Akademi dan Sekolah Tinggi Perikanan.

15 8. PENUTUP Indonesia merupakan anggota IMO Council – Kategori C Goal of IMO : “Safe, secure and efficient shipping on clean ocean” Hal yang harus diputuskan : Diratifikasi / disahkan atau tidak. Jika diratifikasi / disahkan, maka dengan UU atau PP. Apakah need analysis dan risk assessment telah dimulai (bahan Naskah Akademik)? Di atas segalanya, segera setelah diratifikasi / disahkan, RI harus melapor ke Sekjen IMO sesuai STCW-F 1995 Regulation I/5 (Communication of Information). Contoh materi laporan tertera pada IMO Circular – No. STCW.6/Circ.5 tanggal 30 Mei 2000.
