Kegagalan dari penerapan e-learning sering kali bukan terletak pada masalah teknologi namun ketidakmampuan pendidik dan organisasi dalam menyediakan perencanaan proses pembelajaran dan kurang memperhatikan aspek-aspek non-teknis (Frimpon, 2012). Institusi harus memiliki perencanaan yang matang dan lebih mendasar dibandingkan sekedar investasi teknologi dan pengembangan modul serta konten (Baruque & Melo, 2004).

It defines all responsibilities and practices carried out with a view to providing strategic decision to an institutions' e-learning initiatives, ensuring that established objectives are achieved and risks managed properly as well as the resource allocated are used responsibly (Kalyani).
