Programme Cooperation between Government of Indonesia and UNICEF Early Child Development Programme

2 Latar belakang Berdasarkan konvensi hak-hak anak yang disahkan oleh PBB tahun 1989 menyatakan bahwa: Setiap anak berhak mendapatkan pelayanan kesehatan, gizi, pakaian dan tempat tinggal yang layak (pasal 26) Setiap anak usia 18 tahun berhak mendapatkan pendidikan (Pasal 28) Berdasarkan Assessment dekade menengah Pendidikan Untuk Semua (PUS), pemerintah Indonesia berkomitmen untuk menargetkan pada akhir tahun 2015, ada sekitar 75% anak usia dini menerima akses terhadap pengembangan anak usia dini. Berdasarkan UU Pendidikan No.23 tahun 2003 (Bag. 7 pasal 28) Pendidikan anak usia dini diselenggarakan sebelum jenjang pendidikan dasar Pendidikan anak usia dini dapat diselenggarakan melalui jalur pendidikan formal, nonformal, dan/atau informal.

6 Objective: UNICEF bertujuan untuk membantu Pemerintah untuk memperkuat Program dan Kebijakan PAUD yang berpihak pada rakyat miskin agar dapat memperbaiki akses keluarga dan kebutuhan masyarakat akan layanan PAUD yang berkualitas dan Holistik serta integrative.

7 Secara khusus, Tujuan UNICEF Indonesia dalam mendukung program PAUD :
1. Mempromosikan perluasan layanan PAUD holistic integrative agar dapat menjangkau jumlah yang lebih besar anak anak dari keluarga miskin dengan program yang berkualitas. 2. Mendukung kebijakan dan Mekanisme koordinasi nasional untuk menjamin penggunaan yang optimal sumber2 yang ada di masyarakat untuk masyarakat dan penyediaan layanan PAUD. 3. Meningkatkan kapasitas pengembangan staff di tingkat propinsi, kabupaten, kecamatan dan penyelenggara dan Praktisi PAUD dalam mendukung kebijakan PAUD pro-poor dan tahu bagaimana melaksanakannya.

2006 Start establishing HI-ECD Service Centers in UNICEF coverage areas province (MoEC) 2007 HI-ECD Concept Development through Policy Study Report (BAPPENAS) 2008 National Strategy on HI-ECD Policy Issuance (BAPPENAS) 2009 General Guideline for HI-ECD & ECD Unit Cost & Financing Analysis Study (InternalUNICEF) 2010 Sub National Policies (Bupati's Decree) on HI-ECD at district level (Sukabumi, Sikka, Wonosobo) 2011 UNICEF Intervention Impact Evaluation through School Readiness Assessment (University of Atmajaya-MoEC-UNICEF) 2012 HI-ECD Budgeting Guideline is made available made by BAPPENAS 2013 Presidential Decree on HI-ECD (KEMENKOKESRA) Sub National Policies in form of Governor's Regulation on HI-ECD at Province level (East Java, NTB)

10 2. Bantuan Teknis untuk membangun national ECE resource center
1. Link national kindergarten capacity with international standard in this case with designated New Zealand kindergarten approach which associated with New Zealand University and NZ kindergarten in Jakarta. 2. Monitor the on-going phase II capacity building in the area of kindergarten management and administration; curriculum development; teaching learning process; utilization of indoor and outdoor play materials, parenting education as well as other aspects of holistic-integrative early childhood development such as health and nutrition 3. Strengthen the coordination for resource center management with respective authorities at Jakarta level, MoEC and build potential collaboration with relevant University Prepare the soft launching of the National ECE Resource Center in 2014 with website design and its content development. 4. Provide feedback and input as necessary for government, stakeholders and facilitators. Develop Quality Assurance framework for National ECE Resource Center
