12 Availability: Needs formally permitted by MoNE to operate after fulfilling some of the conditions, e.g.: a. Competence Lecturers: S2 qualified to teach in S1/Diploma Program b. Legal Foundation Statement by Ministry of Law and Human Rights c. 8 Standards of National Education Affordability:  ICT: distance Learning, e-learning, teaching and learning  Scholarship availability especially to the poor (social kindness) to increase the accessibility

13 Quality: a. Needs formally assessed by National Accreditation Board b. Recognized by certain Proffssional Body and Community in general c. No unemployment graduates (link to the job market and match with the societal and industrial needs), means the higher education can empower graduates through the curriculum development Equity:  Man or woman has the same access to any study program, except to the midwifery study program  Promotion more to the incoming students especially for the unbalance gender participants (e.g. phychology, teacher education on basic school, nurse, arts and languages)
