2 Introduction - Smart City initiatives in Indonesia  Smart City is a city that can manage all resources effectively and efficiently in solving various challenges, using innovative, integrated and sustainable solutions. Smart city includes six aspects, namely governance, environment, economy, mobility, people, and living. The final result of smart city is the creation of efficiency, sustainability and quality of life.  The Ministry of Communication and Information Technology (KOMINFO) Republic of Indonesia initiate "100 Smart City Movement ” in Indonesia.  Smart City Technical Guidance (KOMINFO)  2017 – 24 Cities  2018 – 50 Cities 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019)

More flexible 2. Search is easier 3. The possibility of missing is small 4. Save space 5. Archiving digitally 6. Transfer documents more easily 7. Improve security 8. Easy in data recovery

4 Introduction - How To Outentify E-Doc ? - Digital Signature Digital Signature is one of the technologies used to improve network security. Digital Signature has a function as a marker on data that ensures that the data is the actual data (nothing has changed). That way, Digital Signature can meet at least two network security requirements, namely Authentication and Non- repudiation. 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019).P21 Algorithm (KOMINFO) The digital signature algorithm developed by the Ministry of Communication and Information Technology (KOMINFO) Republic of Indonesia, uses a combination of RSA Algorithm (Rivest-Shamir-Adleman) and SHA 256 (Secure Hash Algorithm). With a Key Public Key Length of 4069 bits. Meaning the key area to look for is 2 4069 KOMINFO 2016 program, “ One Citizen, One Digital Signature “

5 Introduction - How To Outentify E-Doc ? - Digital Signature At this time the Ministry of Communication and Information through the Directorate General of Information Applications has a program in the framework of using national digital signatures. Through the Online Verification System (SiVION), the Directorate General of Informatics Applications provides digital certificates to the applicants which become a validation for him to use digital signatures in conducting transactions in electronic system organizer systems. SiVION provides digital certificates for individuals, organizations and servers belonging to the community and government. The digital certificate validation will be done immediately (real time) on each Electronic Certification Operator (PsrE) with a certificate issuer (Root Certification Authority / Root CA). 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019)

6 Research Objectives 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019) Provide an overview of the e-document model in the form of a digital file as a document that has the same validity as a paper document through authentication of the document with a digital signature The benefit of this research is to provide an alternative study of solutions to conventional document models with electronic documents that have been digitally signed, so that in the future electronic documents can have the same authenticity value as conventional documents.

8 Result and Discussion - Model Reference Of Digital Signature E-Doc For Smart City  E-Document System Model with digital Signatures 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019) The model system to be developed is web-based with the concept of the portal site. The main function of the e-document system is to produce an electronic document that has a digital signature (a digital certificate is inserted in it) so that the digital document has the same validity as the paper document. Digital signatures generated in the e-document system, use the.p21 format which officially originates from CA KOMINFO Republic of Indonesia.

12 Conclusion  This research has produced a model for e-document systems with digital signatures where the system developed has adapted to the needs of the users.  The P21 digital signature algorithm used, has been able to provide authentication to digital documents. Changes made to the document, causing a digital signature to be invalid and this indicates the existence of attempts to falsify the document.  In the future, the integration of the system model developed must be able to be integrated with public services contained in the Smart City perspective. 2019 ASEAN Workshop on Information Science and Technology (AWIST 2019)
