PUSAT PELATIHAN PERTANIAN PUSLATAN Berdasarkan Peraturan Menteri Pertanian Nomor: 16/Permentan/OT.140/J/02/12 tentang Pelaksanaan Monitoring dan Evaluasi Pendidikan dan Pelatihan Pertanian Tahun 2012, Pusat Pelatihan Pertanian, bersama UPT Pelatihan dalam mendukung PENINGKATAN KUALITAS PENGELOLAAN DATA BPPSDMP telah merancang suatu sistem aplikasi yaitu : Elektronik Sistim Informasi Pelatihan Pertanian (e-SIPP). KEMENTAN SmartArt custom animation effects: vertical box list (Intermediate) To reproduce the SmartArt effects on this slide, do the following: Press and hold CTRL, and then select the third pair of rectangles from the top (both the smaller, first-level rectangle and the larger, second-level rectangle). Under SmartArt Tools, on the Design tab, in the Create Graphic group, click the arrow next to Add Shape, and then click Add Shape After. On the Insert tab, in the Illustrations group, click SmartArt. In the Choose a SmartArt Graphic dialog box, in the left pane, click List. In the List pane, click Vertical Box List (first row, fourth option from the left), and then click OK to insert the graphic into the slide. On the Home tab, in the Slides group, click Layout, and then click Blank. Select the graphic, and then click one of the arrows on the left border. In the Type your text here dialog box, enter text. (Note: To create a bullet below each heading, select the heading text box in the Type your text here dialog box, and then under SmartArt Tools, on the Design tab, in the Create Graphic group, click Add Bullet. Enter text into the new bullet text box.) Select the graphic. Under SmartArt Tools, on the Format tab, click Size, and then do the following: In the Width box, enter 6.67”. In the Height box, enter 5.92”. Under SmartArt Tools, on the Format tab, click Arrange, click Align, and then do the following: Click Align to Slide. On the Design tab, in the Themes group, click Colors, and then under Built-in click Civic. (Note: if this action is taken in a PowerPoint presentation containing more than one slide, the color scheme will be applied to all of the slides.) Click Align Center. Click Align Middle. Under SmartArt Tools, on the Design tab, in the SmartArt Styles group, do the following: Click More, and then under 3-D click Polished (first row, first option from the left). Click Change Colors, and then under Accent 1 click Colored Fill – Accent 1 (second option from the left). Press and hold CTRL, and then select the four larger, second-level rectangles. Under SmartArt Tools, on the Format tab, in the Shapes group, click Change Shape, and then under Rectangles click Rounded Rectangle (second option from the left). Under SmartArt Tools, on the Format tab, in the Shape Styles group, click the arrow next to Shape Fill, point to Gradient, and then click More Gradients. In the Format Shape dialog box, in the left pane, click Fill, select Gradient fill in the Fill pane, and then do the following: On the Home tab, in the Font group, select Franklin Gothic Book from the Font list, and then select 24 from the Font Size list. Click the button next to Direction, and then click Linear Up (second row, second option from the left). In the Type list, select Linear. Also under Gradient stops, customize the gradient stops as follows: Under Gradient stops, click Add or Remove until two stops appear in the drop-down list. Select Stop 1 from the list, and then do the following: In the Stop position box, enter 0%. Select Stop 2 from the list, and then do the following: Click the button next to Color, and then under Theme Colors click White, Background 1, Darker 35% (fifth row, first option from the left). Click the button next to Color, and then click Black, Text 1, Lighter 25% (fourth row, second option from the left). In the Stop position box, enter 100%. Also in the Format Shape dialog box, in the left pane, click 3-D Format, and then do the following in the 3-D Format pane: Under Depth, in the Depth box, enter 1 pt. Under Bevel, click the button next to Top, and then under Bevel click Circle (first row, first option from the left). Next to Top, in the Width box, enter 4 pt, and in the Height box, enter 4 pt. Select the top first-level rectangle. Under SmartArt Tools, on the Format tab, in the Shape Styles group, click the arrow next to Shape Fill, point to Gradient, and then click More Gradients. In the Format Shape dialog box, in the left pane, click Fill, select Gradient fill in the Fill pane, and then do the following: On the slide, press and hold CTRL, and then select the four smaller, first-level rectangles. On the Home tab, in the Font group, select Franklin Gothic Medium from the Font list, and then enter 26 in the Font Size box. Under Surface, click the button next to Material, and then under Standard click Plastic (third option from the left). Click the button next to Lighting, and then under Special click Flat (first option from the left). Click the button next to Color, and then under Theme Colors click Teal, Accent 3, Darker 50% (sixth row, seventh option from the left). Select the second first-level rectangle. Under SmartArt Tools, on the Format tab, in the Shape Styles group, click the arrow next to Shape Fill, point to Gradient, and then click More Gradients. In the Format Shape dialog box, in the left pane, click Fill, select Gradient fill in the Fill pane, and then do the following: Click the button next to Color, and then under Theme Colors click Teal, Accent 3, Darker 25% (fifth row, seventh option from the left). Click the button next to Color, and then under Theme Colors click Brown, Accent 4, Darker 50% (sixth row, eighth option from the left). Select the third first-level rectangle. Under SmartArt Tools, on the Format tab, in the Shape Styles group, click the arrow next to Shape Fill, point to Gradient, and then click More Gradients. In the Format Shape dialog box, in the left pane, click Fill, select Gradient fill in the Fill pane, and then do the following: Click the button next to Color, and then under Theme Colors click Green, Accent 5, Darker 25% (fifth row, ninth option from the left). Click the button next to Color, and then under Theme Colors click Orange, Accent 6, Darker 50% (sixth row, 10th option from the left). Click the button next to Color, and then under Theme Colors click Orange, Accent 6, Darker 20% (fifth row, 10th option from the left). To reproduce the animation effects on this slide, do the following: On the slide, select the graphic. In the Custom Animation task pane, do the following: On the Animations tab, in the Animations group, click Custom Animation. Click Add Effect, point to Entrance, and then click More Effects. In the Add Entrance Effect dialog box, under Subtle, click Expand. Also in the Custom Animation task pane, click the double arrow under the animation effect to expand the contents of the list of effects, and then do the following: Also in the Custom Animation task pane, select the animation effect. Click the arrow to the right of the animation effect, and then click Effect Options. In the Expand dialog box, on the SmartArt Animation tab, in the Group graphic list, select One by one. Under Modify: Expand, in the Speed list, select Fast. Press and hold CTRL, and then select all of the animation effects. Under Modify: Expand, in the Start list, select With Previous. Press and hold CTRL, and then select the third, fifth, and seventh animation effects. Under Modify: Expand, in the Start list, select On Click. Press and hold CTRL, and then select the second, fourth, sixth and eighth animation effects (expand effects for the larger, second-level rectangles). Click Change, point to Entrance, and then click More Effects. In the Change Entrance Effect dialog box, under Moderate, click Compress. To reproduce the background effects on this slide, do the following: Right-click the slide background area, and then click Format Background. In the Format Background dialog box, click Fill in the left pane, select Gradient fill in the Fill pane, and then do the following: Click the button next to Direction, and then click Linear Down (first row, second option from the left). Also under Gradient stops, customize the gradient stops that you added as follows: Click the button next to Color, and then under Theme Colors click Black, Text 1 (first row, second option from the left). In the Stop position box, enter 63%. Click the button next to Color, and then under Theme Colors click Black, Text 1, Lighter 50% (second row, second option from the left).

MENGENAI PELATIHAN (RENCANA DIKLAT TAHUN 2014), Ketidak seragaman penulisan pada NAMA PELATIHAN (penulisan nama jenis diklat dengan HURUF BESAR dari BBPP LEMBANG) dan nama diklat dientry 2 kali atau double oleh BBPP Binuang) , untuk lebih jelasnya hasil dari program e-SIPP seperti pada Pada FITUR ENTRY DATA MENGENAI FASILITATOR, penulisan NAMA FASILITATOR masih banyak yang double atau sama ; Pada hasil FITUR PESERTA TABULAR, atau FORM, hasil entry biodata peserta diklat belum semua lengkap, masih ditemui data- data yang masih kosong., misal : pendidikan tidak dientry, unit kerja dan sebagainya. LAMPIRAN 1 Belum semua hasil evaluasi fasilitator (LP8 B) ada nilainya atau belum di entry walaupun diklat sudah dilaksanakan

Berdasarkan hasil program e-SIPP, bahwa belum semua UPT Pelatihan meng-entry secara lengkap baik rencana atau realisasi pelatihan sampai dengan bulan Maret 2014; Belum sesuainya rencana peserta diklat baik aparatur dan non aparatur pada program e-SIPP dengan rencana peserta diklat data yang ada di katalog tahun 2014 seperti yang telah disampaikan pada tayangan sebelumnya; Belum sesuainya data rencana dan realisasi peserta diklat pada program e-SIPP dengan realisasi pada SIMDAL/SIMONEV karena berdasarkan informasi pada tahun 2013 realisasi peserta diklat di e-SIPP tidak sesuai dengan SIMDAL/SIMONEV atau prosentase lebih kecil; Kurangnya informasi atau sosialisasi program e-SIPP baik di PUSAT atau di UPT Pelatihan Pertanian bagi unit kerja yang tidak menangani e-SIPP sehingga hasil program dan websitenya masih banyak yang belum mengetahui.

BERDASARKAN DARI PROGRAM E-SIPP Hasil evaluasi per jenis diklat belum sesuai jumlahnya dengan diklat yang telah dilaksanakan misal : sudah terealisasi 6 diklat tetapi hasil evaluasi baru dientry 2 diklat jadi ada 4 diklat yang belum dientry Hasil test untuk pre dan post test, pada tahun 2014 yang terpantau baru dari BBPKH Cinagara. Jadi masih banyak diklat yang belum ada nilai pre dan post test Berdasarkan hasil diatas untuk menindaklanjuti Juklak Evaluasi Pembelajaran Diklat yang telah diterbitkan oleh Puslatan bahwa untuk mengetahui peningkatan Perilaku, Keterampilan dan Pengetahuan (PKS) peserta diklat Widyaiswara diharuskan menyusun soal Pre dan Post Test peserta Penyelenggaraan Diklat, maka pada tahun 2014 Puslatan akan melakukan pemantauan hasil pre dan post test dari aplikasi e-SIPP tersebut; Untuk menindaklanjuti point di atas, maka kegiatan pengembangan e-SIPP tahun akan difokuskan implementasi pre dan post test selain kualitas entry data. Kemudian Program e-SIPP diharapkan dapat mengakomodir keinginan untuk dapat mengetahui seorang widyaiswara dalam kurun waktu tertentu (bulan/tahun) melatih berapa jenis diklat dan jenis materinya sesuai hasil penilaian rata-rata peserta diklat terhadap setiap mata diklat yang diampunya.

10 HASIL Penerapan PROGRAM
Berdasarkan hasil penerapan aplikasi E-SIPP pada tahun 2013, perlunya ditambahkan fitur Rencana Diklat khususnya Jumlah Peserta Diklat (orang) per UPT Pelatihan Pertanian dan Total Secara Keseluruhan yang disandingkan dengan Realisasi Diklat agar peningkatan jumlah peserta diklat dapat langsung diketahui; Pernyataan Point 1 diatas berdasarkan informasi dari Kepala Badan pada saat meng cross cek kembali prosentase realisasi diklat dengan anggaran yang telah dikeluarkan pada tahun Beliau menginformasi bahwa adanya perbedaan terhadap realisasi peserta diklat dengan realisasi anggaran, misal: realisasi peserta diklat prosentasenya lebih kecil dibandingkan realisasi anggaran; Untuk menindaklanjuti point diatas, hendaknya admin E-SIPP selain mengentry data hasil pelatihan baik biodata peserta dan hasil evaluasi penyelenggaraan diklat melakukan perbaikan data/entry data pada fitur pelatihan khususnya jumlah peserta diklat (orang). Hal tersebut dilakukan agar data rencana peserta diklat merupakan data valid atau benar.

11 HASIL Penerapan PROGRAM
Salah satu faktor yang mempengaruhi kualitas entry data oleh karena banyaknya beban kerja Admin E-SIPP di UPT sehingga terhambatnya data yang di entry melalui program e-SIPP dan belum sesuainya admind E-SIPP yang diusulkan baik tupoksinya dan belum kompeten dalam mengelola program e-SIPP; Manajemen di UPT dalam menerapkan hasil penyelenggaraan diklat baik biodata peserta dan evaluasi hasil penyelenggaraan melalui program e-SIPP belum berjalan dengan baik diantaranya banyaknya beban kerja admind seperti point di atas, kurangnya pemantauan hasil program-ESIPP oleh pejabat struktural, belum adanya apresiasi terhadap admin, sarana prasarana yang belum memadai bagi admind dan lain sebagainya; Berdasarkan informasi dari salah satu UPT Pusat bahwa aspek pemahaman peserta terhadap materi diklat (kelompok inti) pada format evaluasi LP6, hasilnya sering terjadi kontradiktif antara hasil penilai LP 6 dengan hasil penilaian pre test dan post test yang dilakukan oleh Widyaiswara, bahkan terkesan peserta mengisi format evaluasi asal–asal saja atau kurang serius ; Perlunya pemantauan kembali hasil data yang telah dientry oleh admind e-SIPP sebelum melakukan sinkronisasi khususnya kelengkapan data agar data yang dihasilnya lebih berkualitas.

12 Tindak lanjut Pengembangan program
Aplikasi e-SIPP pertama kali dibangun oleh Puslatan pada tahun 2011 maka pada tahun bertujuan sebagai tahun PEMANTAPAN program e-SIPP maka diharapkan admin e-SIPP UPT Pelatihan Pusat dalam melakukan entry data harus lebih akurat serta dimana lebih difokuskan kepada kualitas baik sebelum dan atau sesudah diklat tersebut dientry jadi tidak hanya kuantitas data; Berdasarkan saran dari Bapak Sekretaris BPPSDMP pada pertemuan evaluasi kinerja Puslatan bahwa peserta diklat diharapkan mempunyai alamat selain biodata pribadi. Selain itu hasil bimbingan lanjutan dari widyaiswara diharapkan dapat dientry ke dalam program e-SIPP. Untuk menindaklanjuti point di atas bahwa tahun 2014 para Widyaiswara dapat mengakses hasil program e-SIPP berkoordinasi dengan admind e-SIPP melalui internet atau website : puslatan.info khususnya untuk nilai yang kurang. Serta data hasil evaluasi peserta diklat dapat dijadikan bahan bimbingan lanjutan bagi Widyaiswara. Hendaknya admin e-SIPP memberikan kode atau tanda pada nama diklat yang direvisi agar nama diklat sebelum direvisi dapat diketahui atau juga ada data nama diklat peserta diklat yang lengkap selama 1 tahun;

Penggunaan aplikasi e-SIPP di UPT Pelatihan belum digunakan secara maksimal sehingga realisasi data diklat belum sesuai dengan yang diharapkan; Hendaknya hasil program e-SIPP dapat disampaikan setiap bulan oleh admind e-SIPP dan adanya sosialisasi pada setiap tahapan perkembangan program e-SIPP agar para pengguna hasil program e-SIPP khususnya penentu kebijakan dapat mengetahui secara langsung; Rencana yang akan datang dilaksanakannya kegiatan sosialisasi program e-SIPP pada tingkat manajemen UPT Pelatihan Pertanian agar pada tingkat manajemen di setiap UPT Pelatihan Pertanian secara langsung dapat mengetahui dan memahaminya tentang program e-SIPP dan website puslatan.info.

Hendaknya admind e-SIPP yang sudah melakukan entry data dengan baik diberikan apresiasi di setiap UPT Pelatihan Pertanian agar para admind dapat lebih semangat dalam bekerja. Hal itu karena, tugas entry data merupakan tugas rutin yang mudah memberikan kejenuhan dan bosan sehingga admin yang ditugaskan harus yang sesuai tupoksi, kompeten dan menyenangi data; Telah dirancangnya pengembangan program e-SIPP khususnya pada website puslatan.info mengenai fitur fasilitator dan fitur cek peserta , untuk lebih jelasnya akan disampaikan oleh tim programer

Click the button next to Color, and then under Theme Color,s click White, Background 1 (first row, first option from the left). Also in the Format Shape dialog box, click Shadow in the left pane. In the Shadow pane, click the button next to Presets, under Outer click Offset Right (second row, first option from the left), and then do the following: In the Transparency box, enter 60%. In the Size box, enter 100%. In the Blur box, enter 4 pt. In the Distance box, enter 3 pt. On the slide, drag the rectangle until the right edge touches the vertical drawing guide. Press and hold CTRL, and then in the Selection and Visibility task pane, select the rectangle and the rounded rectangle to the left of the vertical drawing guide. In the Selection and Visibility task pane, double-click the new group to edit the name, and then enter Inside-left pages. To reproduce the first shape in the Inside-right pages with text group, do the following: In the Selection and Visibility task pane, select the Inside-left pages group. On the Home tab, in the Clipboard group, click the arrow to the right of Copy, and then click Duplicate. On the Home tab, in the Drawing group, click Arrange, point to Rotate, and then click More Rotation Options. In the Size and Position dialog box, on the Size tab, under Size and rotation, in the Rotation box, enter 180°. In the Selection and Visibility task pane, double-click the new group to edit the name, and then enter Inside-right pages. On the slide, drag the rectangle until the left edge is against the vertical drawing guide. To reproduce the text effects in the Inside-right pages with text group, do the following: On the Insert tab, in the Text group, click Text Box, and then on the slide, drag to draw a text box. Enter text in the text box, and then select the text. (Note: To reproduce the example above, enter Introduction.) On the Home tab, in the Font group, do the following: In the Font list, select Vivaldi. In the Font Size list, select 18. On the Home tab, in the Paragraph group, click Center to center the text in the text box. On the slide, drag the text box until the left edge of the text is 1” to the right of the vertical drawing guide and the bottom edge of the text is 0.5” above the horizontal drawing guide. To reproduce the page edges in the Inside-right pages with text group, do the following: On the Home tab, in the Drawing group, click Shapes, and then under Lines click Line (first option from the left). On the slide, press and hold SHIFT, and then drag to draw a straight, vertical line. Select the line. Under Drawing Tools, on the Format tab, in the Size group, in the Shape Width box, enter 4.32”. Under Drawing Tools, on the Format tab, in the Shape Styles group, click the arrow next to Shape Outline, and then under Theme Colors, click White, Background 1, Darker 15% (third row, first option from the left). On the Home tab, in the Clipboard group, click the arrow to the right of Copy, and then click Duplicate. Repeat this process for a total of six lines. On the slide, drag the six lines until they are bunched together in a dense group, no wider than 0.5”. In the Selection and Visibility task pane, press and hold CTRL, and then select all six straight connectors (lines). Point to Align, and then click Align Selected Objects. Point to Align, and then click Distribute Horizontally. Point to Align, and then click Align Middle. Click Group. On the slide, drag the group of lines until the right edge of the group of lines is touching the right edge of the white rectangle to the right of the vertical drawing guide. In the Selection and Visibility task pane, press and hold CTRL, and then select the group of lines, the text box, and the Inside-right pages group. On the Home tab, in the Drawing group, click the arrow under Arrange, and then click Group. In the Selection and Visibility task pane, double-click the new group to edit the name, and then enter Inside-right pages with text. To reproduce the animation effects on this slide, do the following: In the Selection and Visibility pane, select the Book cover group. On the Home tab, in the Drawing group, click Arrange, and then click Bring to Front. In the Selection and Visibility pane, select the Inside-left pages group. On the Home tab, in the Drawing group, click Arrange, and then click Bring Forward. In the Selection and Visibility pane, select the Book cover group. On the Animations tab, in the Advanced Animation group, click Add Animation, point to Exit, and then click More Exit Effects. In the Add Exit Effect dialog box, under Basic, click Wipe. On the Animations tab, in the Timing group, do the following: In the Start list, select With Previous. In the Duration box, enter 1.00 second. Also on the Animations tab, in the Animation group, click Effect Options, and then click From Right. In the Selection and Visibility pane, select the Inside-left pages group. On the Animations tab, in the Advanced Animation group, lick Add Animation, point to Entrance, and then click More Entrance Effects. In the Add Entrance Effect dialog box, under Basic, click Wipe. In the Start list, select After Previous. In the Duration box, select 1.00 seconds. To reproduce the background effects on this slide, do the following: Right-click the slide background area, and then click Format Background. In the Format Background dialog box, click Fill in the left pane, select Gradient fill in the Fill pane, and then do the following: Click the button next to Direction, and then click Linear Down (first row, second option from the left). In the Position box, enter 63%.
